This article is not intended, in any way, to interfere with or lessen the existing
rights of the landowners adjacent to the trail, as such rights are determined as hereafter
provided. On the contrary, it is the county's intent to recognize such rights and
to work with the adjacent landowners in a cooperative way so that the rights of the
landowners and the rights of the public can co-exist in a harmonious way. If adjacent
landowners who are on the trail in the exercise of their rights, are approached by
county officials or law enforcement officers, they will be expected to identify themselves
as such adjacent landowners to the satisfaction of such officials and officers. The
county recognizes that from time to time adjacent landowners will be crossing the
trail right-of-way with their farm machinery or other vehicles in the exercise of
their rights, but the county expects that such use will be occasional and not of sufficient
frequency as to materially interfere with the public's use of the trail. Where such
landowners own land on both sides of the trail, they shall have the right to cross
the trail at reasonable locations for ingress and egress to their lands.
